Would it be possible for you to mill a slot in a board half of the width of the total board? Since FR4 boards are 1.6mm thick, then would I be able to get a 0.8mm deep slot cut across my board (similar to a through-hole only drilled half way though the board) to provide for a mechanical device to be inserted?

This is not possible in Pcb-Pool. Please contact our sales team and they will be able to inform you if it is possible to do this in a Non Pool order.
