I am designing a small PCB approximately 120mm by 60mm using Eagle Light V3.55. I require a 20mm diamater hole cutout in the middle of the board. Will this cause a problem in manufacture? Also what layer do I attach the cutout too (Holes or Milling)?

Andy,
Cut outs do not cause problems for manufacture.
The cut out you describe can be attached to the contour or milling layer. We prefer to find this information on the contour layer (20).
To satisfy all queries that may arise, Please state on your order that you require a cut out (slot, etc)state the layer it occupies and finally if you would like it plated or NPTH.
