I have a non-plated passing through top and bottom pads. But the top and bottom pads must not be connected. Does PCB-Pool manufacture such boards. Is there extra cost or different specification for this?

We can do it by PCB-Pool. Please put the non-plated holes in your outline.
By the final surface HAL it's can be problematic by small holes.
If you take chem. Ni/Au there no problems and no extra costs.
